A former worker of Obuse Town, Nagano Prefecture was arrested for sending a cutter knife blade and a threatening memo to a clinic in Tokyo run by the chairman of the Tokyo Medical Association. In response to the investigation, he acknowledged that he had doubts about measures in opposition to infectious ailments.
