Haneda Airport Accident: Ministry of Land, Infrastructure, Transport and Tourism takes emergency measures to “grant takeoff permission without informing departure order” | NHK

The Ministry of Land, Infrastructure, Transport and Tourism has introduced emergency security measures in response to a fiery collision between two planes that occurred at Haneda Airport.
There is a chance that the Japan Coast Guard plane could have mistaken the phrase “Number One”, which signifies the order of departure, which was communicated by the air visitors controller earlier than the accident, as permission to take off. They say they will provide you with permission to take off with out informing you.
