In response to South Korea’s Constitutional Court ruling that the regulation prohibiting the sending of leaflets to North Korea is unconstitutional, North Korea issued a press release by means of its state news company saying, “Distributing leaflets is successfully an act of pre-emptive assault.” I strongly objected.
