At Nakai Yamayurien, a prefectural facility for the mentally challenged in Nakai-cho, Kanagawa Prefecture, a survey by the prefecture and others confirmed “abuse” and “inappropriate support,” comparable to slapping the face of residents.
Governor Kuroiwa visited the power on the twenty fourth and apologized to the residents and their households, saying, “The support we have provided so far has been wrong. I apologize from the bottom of my heart for making you feel bad and put up with it.”
