When the Ministry of the Environment commissioned prefectural governments to analyze roughly 1,400 breeders nationwide that breed and promote canines and cats, it was discovered that half of them have been in violation of legal guidelines and rules, equivalent to not recording the beginning date of the canines. The Ministry of the Environment says it is going to think about countermeasures.
